Gulf Stream Energy is hiring a Senior Project Engineer for an Oil Storage Terminal & Tank Farm project.
JOB PURPOSE
Lead the technical supervision of the project on behalf of the Owner. Ensure all works comply with the contract, approved drawings and specifications, applicable standards, HSE and quality requirements, and the approved schedule.
KEY RESPONSIBILITIES
- Site Supervision: Supervise all engineering and construction works, including storage tanks, piping and pipelines, pumping stations, loading/unloading systems, civil/structural, mechanical, electrical, instrumentation & control, firefighting, and utilities.
- Technical Review: Review and comment on drawings, shop drawings, method statements, material submittals, data sheets, ITPs, and RFIs. Flag discrepancies and risks before execution.
- Materials & Equipment: Verify compliance with approved specifications and reject non-compliant items.
- QA/QC: Monitor QA/QC implementation, inspections, and testing. Follow up on NCRs and ensure defects are corrected before acceptance.
- Schedule: Track progress against the approved schedule, report delays, and review recovery plans.
- HSE: Enforce safety procedures, Permit-to-Work, and fire and environmental protection. Suspend any activity posing an immediate risk and report it at once.
- Coordination: Coordinate technical matters among the Owner, Consultant, Contractor, subcontractors, suppliers, and authorities. Attend meetings and document decisions.
- Variations: Technically assess proposed changes and substitutions before recommending them. No variation or financial commitment is approved without the Owner's written authorization.
- Testing & Commissioning: Supervise hydrostatic, pressure/leak, tank, pipeline, electrical, instrumentation, and firefighting tests, through mechanical completion, pre-commissioning, and commissioning.
- Reporting: Issue regular reports on progress, technical, quality and HSE issues, materials, testing status, risks, and recommendations. Escalate critical issues immediately.
HANDOVER
Participate in provisional and final acceptance and close out punch list items. Verify submission of as-built drawings, O&M manuals, test and commissioning records, certificates, and warranties.
AUTHORITY
- May: issue technical instructions, reject non-compliant work or materials, request inspections and documentation, and suspend unsafe activities, within the authority delegated by the Owner.
- May not: amend the Contract Price or Period, approve variations with financial impact, waive contractual rights, or bind the Owner without express written authorization.
QUALIFICATIONS
- Bachelor's degree in Mechanical, Petroleum, or a related engineering discipline.
- Experience in oil & gas storage terminals, tank farms, pipelines, or industrial infrastructure.
- Strong knowledge of construction supervision, QA/QC, HSE, testing, and commissioning.
- Familiarity with API, ASME, ASTM, and NFPA.
- Strong coordination and reporting skills.
